Missing or corrupt HAL.DLL

I have a second hard drive on my computer with an XP Home installation. When I try to boot to it I'm getting 'missing or corrupt HAL.dll'. I can boot from my main drive and access files on the failed drive. I've already tried replacing HAL.dll from my good installation as well as bootcfg /rebuild from Recovery Console and problem persists . Help!
