cd drive not boting a xp os disc

I am trying to re-install my xp home premium to my Dell Dimension 4600. I put in the cd and rebooted with f12 and selected "boot from cd" It just goes back to rebooting from HD normal. I have tried another Dell os disc with same results and even changed out the cd with another one but not sure if it is a good one. I then dissembled the drive and cleaned it. I can open other cd's like music, etc. just fine. I tried to boot a Hiren's boot disc with the same results. It's like it doesn't have boot capabilities. In setup it is listed as a boot device. What can I do now? Thanks.

Why not simply change the boot options in the BIOS...then save the settings changes?

Also check in the BIOS and make sure the CDROM is actually enabled as a boot device - generally it wouldn't show up in the options list if it were disabled, but that's not always the case.

Of course I changed the boot order in bios. I even disabled the hd. That is my problem, I don't know where to go to make sure that boot is enabed on the cd drive. It is listed in the boot order. Thanks for your helps

I have seen on some dell pc's not recognize drives unless you remove the bios battery and allow it to reset, I do not know if that would help but it should not hurt to try
