Outlook 2003 - Can't create new appointment

working on a Windows XP Pro SP3+ with MS Offcie Suite 2003 with SP2+

the user is receiving an error "The form required to view the message cannot be displayed. Contact your administrator" whenever they try to create a new appointment. dont know if this is relevant but we use Cisco's Meeting Place Express add-on for more functionality

i have already tried searching the net but everyone seems to think its a custom form issue although i have not had any luck after clearing the forms cache file and renaming it so it will be re-create itself.

any other suggestions i can try?

one other thing i forgot to mention, i tried reinstalling office which did not work. so then i tried updating her machine to Office 2007 which still gave the same error. she didnt like the Office 2007 interface so i rolled her back to 03. i am about ready to rebuild the laptop completely
