Internet Locked Up

HELP

when I turn on the computer and surf the web everything works normally. As I move from site to site my computer slows. After a short period the computer locks up, when I X out of the internet and try to log on again, the message reads connecting to site

207.46.20.30

or a similar sequence of numbers.

I have windows ME operating system and Comcast cable.

I have ran spybot and ad aware however this does not help

IS there a quick fix to this?

I would apprecitae any help

Yes, cleaned out temp internet files, cookies, ran ad a ware and spybot, still problem persits, no idea how to fix, going nuts
