laptop reboot

kids laptop will not do a reboot..shut it down manualy &leave off for 5 minutes then it may boot-up..put a new hard drive in and formatted with w7 but on reboot it just starts to boot &shuts down continually!!had to shut down ,leave for 5 minutes and then it will boot-up...compac persario700 dual core 1gig ram,250gb hd..where do i start??

I would start with assuming that heat is responsible for the reboots, particularly so if there are no corresponding error messages coinciding with the reboots.

If there are error messages, then it's probably a hardware/driver issue...although a clean install is unlikely to have those, IMO.
