Windows Security Alert - Application cannot be executed

My PC has been overtaken by something. I tried running combofix and it wont even launch it.
I also tried the DDS tool (which would pop up the black screen and then quickly it would auto-close and not run the program). I also tried GMER Log..no sooner did i try to run the exe and my task bar says "Windows Security Alert. The application cannot be excuted, the file gmer.exe is infected".
If i try to go to almost any piece of software it wont launch and the taskbar says its exe infected

Any advise is appreciated
