I do not see anything suspicous here. It could be a legit program opening and closing. To fine the specific program you can try disabling the programs via msconfig one at a time and seeing which program you disable removes that startup. I know its a pain, but there is no other way for me to determine what program it is.

You can try first disabling everything via msconfig and see if the item still flashes on a reboot. If it doesnt, then you know it was one of those disabled programs. If it is still there, then you can enable them all again and we dig further down. Let me know how it goes.
