software like microsoft picture manager

Could anyone recommend a good basic photoshop software along the lines of Microsoft Office Picture Manager that could preferably be downloaded for free? All we really need is the drop button and some basic picture brightening functions.

We have just discovered in our office that MOPM was not included in our Microsoft Office package and our license has expired.

Look into Picasa by google, its pretty great.
