I'm running Windows 7 64 bit, with an AMD Athlon ii X2 250 3.0Ghz Dual Core, and 4GB of Ram (500MB being used for onboard integrated graphics since my old GPU died) Is this because Aero is turned on? Or is this normal, and I'm being paranoid?

I wouldn't worry at all, unless your computer misbehaves.
CPU usage is at 3% and RAM usage at 31%.
Perfectly normal.
