Server Busy dialog box

Hi I am using Windows XP and I keep getting a dialog box called "Server Busy". The message says "The action cannot be completed because the other program is busy". At the bottom there are three buttons - "switch to" and "retry" are clickable, but the cancel button in grayed out. I've tried clicking both buttons and the box just comes back. I can't close the box by clicking the X, hitting Alt F4, or right clicking it in the task bar. Usually this happens when I don't have any programs running, but the icon on the task bar is the one from my logitech webcam (which is not usually connected when this happens).

Is this a virus or just a weird fluke? I have run AVG and Malwarebytes and neither found any infections. My computer also runs ridiculously slow but that could be unrelated.
