I want to keep my fans running at 100% all the time because simply the auto fan controls are garbage and go at 30% even when my gpu is at 70c. I am using rivatuner to manually change it to 100% ,but the fans simply go back to 30% even when I am playing games. I am using either the low level fan controls , or the system settings to manually change it within rivatuner.

honestly...
you dont want the fan keep spinning at 100%...it will make your fan die faster...
and beside...for what you want that fan spinning while you idle or doing nothing...

As far as I know, 70C is fine. Many video cards have maximum temperatures of over 100C. The official limit for the GTX 260, 9600GT, and 9800GTX cards are 105C. I haven't found any official specs for ATI cards, but a few forum posts suggest that they have a similar limit.

Not sure what graphics card you have. Is it idling at 70C or only hits 70C during gaming - of which the latter is perfectly acceptable.

I agree. Fans don't last long anyway but running a video card fan at 100% will shorten it's lifespan dramatically.
