Dell Inspiron 1521 laptop powering up issues.

I have a Dell Inspiron 1521 laptop that will not start up.

I have taken it apart, and nothing is loose.

I have reseated the CPU, didn't work.

I have tried holding the power button down for 30seconds+, without any power source plugged in... blah blah blah.

I have tried powering it on with just a power cord, and just the battery.

I have checked the ram, and tried different ram.

I have tried a different hard drive.

What it does is when I have the battery in and it's plugged into the wall it won't even power up at all.

BUT

IF I take the battery out, and leave it plugged into the wall... it will infinitely reboot... 1sec on 1sec off forever.

So... what's the deal?

Anybody have any idea what demon is possessing my laptop?
