Static chirping sound coming from headphones

I recently built a new computer (in May 2010) and every few minutes get a static, chirping like noise for a few seconds. It happens when the computer is idling and at full load. I can be browsing the Internet, playing video games, watching Netflix live streaming, anything.

Intel Core i7 860 2.8GHz
Asus P7P55D-E LX
4GB DDR3 1600 Super Talent RAM
1TB Samsung F3 hard drive
XFX Radeon HD 5770 (stock)
Corsair CMPSU-750TX
Integrated audio
Windows 7 Ultimate x64

What I've tried
Two different sets of headphones (one was a pair of earbuds): Zalman headphones and some generic earbuds
Different graphics card (PNY 9800GT EE)
Different sound card (Diamond XtremeSound PCI 7.1)
USB headphones (Microsoft Life-Chat LX-3000)
Tried all headphones on other computers, they work fine

Does anyone have any idea how to fix this problem?
