Can't ping Localhost

I've been having some problems accessing my localhost. Upon further investigation I found that I couldn't even ping localhost or 127.0.0.1.

Does anybody have any idea what the problem could be?

Firewall.

What firewall and anti virus are you running?

I am running the windows firewall, malwarebytes, a-squared, and spybot s&d.

The ping fails even when the firewall is turned off.
