White screen Virus?

i turn on the infected computer and everything loads like normal.
i get to the log on screen and click the desired user
then loging on work perfect except for i have a white screen with no taskbar.

this is what i do to get around it:
CTRL+ALT+DEL and open task manager
end Explorer.exe in the Processes tab
File>Run>Explorer.exe

this brings me to a normal desktop.
then when i try to run any programs or go into control panel the machine locks up untill i end that process in the task manager
i can open internet explorer but i can't go to any web sites
i can also open the command prompt and ping any web sit that i would normally go to with full success

in addition, this has happen 4 different time in the past week with going to different web sites each time.

does anyone have a way to fix this problem?
