Virus tries to send files to recycle bin

When I try to open any file or program I get a pop up that asks "ARE YOU SURE YOU WANT TO SEND ______ TO THE RECYCLE BIN?" If I click no, the same pop up returns. It does not allow me to open any file or program.

HP Desktop computer running Windows Vista. Any assistance would be greatly appreciated.
