Cannot view videos (you tube )- "missing codec"

Whenever I click to view a video I get a Program Compatability Assistant error stating that I am missing a codec and to click to go to IE website to download a fix. If I click to go to IE I get redirected to something called Total Codec which is some bogus website trying to get me to buy something. If I try to get out of it or if I just try to close the compatability assistant box I end up locked up and have maybe a 50% chance of the Task manager closing it otherwise I get an error box telling me that it can't be closed because the system has it locked leaving me to unplug the computer and reboot. Rebooting takes 10-15 mins. I have Webroot with Antispyware installed and have run updates and scans to no avail. At one point I did a system restore to a point before the problem started but it didn't help. Please Help.
