most effective way to run MySQl in batch mode?

Hi,
It seems that in some cases, like when creating and giving priveleges to users, it may be easier to just run a script for the mySQl server to execute rather than for the admin to type in the commands one after the other. Which filetype is better? Is it more efficient to use .SQL or .TXT, or does it matter? Themanual never states that clearly. Any input on this would be great.

A file with an extension of .sql is identical to a file with extension .txt. They are both text files.
