Random Sluggishness

Recently I have been noticing an impressive amount of sluggishness on my not-so-old computer. It happened basically all of a sudden and I can't think of any programs I have recently installed that would have caused this. I have run my Norton 360 Full Scan several times and all it ever finds are cookies and resolves them all. In respect to IE8 it takes forever to load websites that my sub-par laptop loads in relative speed. In a game perspective my usual 80-90 FPS has been lowered to 25-50 frames. Any help is greatly appreciated.

RAM: 4.00 GB
Video: NVIDIA GeForce 8800 GT (x2)
Wireless Device: Belkin 54g USB Network Adapter
