Can not release or renew IP adress (169)

This is my first time posting anything on these forums, so please be gentle! lol
I recently had a virus that i was able to get rid of with in in an hour thanks to malwarebytes. However, after removing the virus I have not been able to connect to the internet. It says that I am connected to the network but no the internet and I have an IP starting with 169. In my research so far i have found that this is no good. I tried releasing, renewing, I've tried net sh command prompts and other cmd prompts. So far i have not been able to get my ip address to renew or release and im fairly certain this has something to do with the virus i had. I had a very similar instance happen about 5 months ago. I got a virus, removed it, and then no internet. I was able to troubleshoot my way through it back then, but i cant remember what i did!

Here's the information you may need to help me through my frustrations.
I am running Vista Home Premium on a Toshiba Satelite L355D (32 bit)
any help will be greatly appreciated!

I usually get this issue when a Network Card is usually dying or not connecting to the DHCP Server.

Do you have another means to connect to the net other then wireless?

I'm sorry, i should have added that information.
I typically use a wireless connection, but due to troubleshooting i am currently using a LAN connection on a different computer. My laptop (the Toshiba) will not connect wireless or with LAN. I have no way to connect with the laptop i am trying to troubleshoot.

as far as previous issues, my network card was going bad so i have been using a netgear usb for my wireless. But right now that wont work, and neither will using a LAN

I would make sure your wireless network card drivers are updated since you can connect fine via LAN.

I would also check that DHCP is properly enabled.

No, i can not connect via LAN or wireless. I have to use a different computer all together to access the net. I my DHCP settings are also correct.

Is DHCP Client running in Control Panel > Administrative Tools > Services

It says that it is "started"and under "start up type" it says "automatic"
