cant boot into safe mode

hi I have a problem that i hope someone can help with
running windows XP sp 3
and can not boot into safe mode by either method
this is my parents computer and when they first got it
from emachines you had to use last good config to get in
i figured this was left overs from a previous infection but
couldn't do anything about it they have had multiple infections in the past
- nothing in last six months or so last was Rootkit Gen (E)
avast got all of it (ran combo fix with help from
another site) was able to go with last good config right after
so its possible that avast has cleaned up an infection without me knowing
but they just went from a very slowwwww dial up
to wireless so figured needed better protection so i added zone alarm free firewall
to avast -spybot SD - and HiJack this
was checking out comp and tried going safe mode no joy
went online saw safeboot_repair on this site as well as others
tried it but didn't work - but start up is faster now and no probs booting normally
