Browsers keep Scrolling down Automatically

Every single time I open up my web browsers, after a minute or so uncontrollable scrolling to the very bottom of the page occurs. When I try to scroll back up, it refuses to let me. I have tried using my mouse as well as the up and down key but it does not work. I use Firefox, IE and Chrome and the same thing occurred for each browser. Please help me fix this problem because this is extremely annoying

I downloaded the program and ran a scan but nothing was infected.

Do you think it's my mouses problem because I have gone to other programs and they are starting to act up strangely too, although pressing the up button takes care of this problem.
