Is NetworkLicenseServer.exe malware?

What does NetworkLicenseServer.exe do? I noticed that it appeared on Process Explorer and I have not seen it there before. I have Googled it and some of the information I found said that it could be malware. Other information said it is a background process that performs "certain tasks"?? I can not find a definitive answer as to what this process does. I have ran my antivirus (Avira) and it didn't show any problems, I also run Zone Alarm. I do download programs to check them out so I assume that somehow this is related. I have not noticed anything strange as far as how my computer is running, I just don't like things running in the background when I don't know what they are doing.
