(Performance library, Performance Data) files are created by Windows System Monitor

- C:\Documents and Settings\username\Local Settings\Temp\
Any program that installs a performance monitoring function can create these types of files. Since they are not malware related, Perflib_Perfdata_***.dat files can be ignored or deleted. However, in some cases you may receive a notice that the files are 'in use
' (so they are protected by the OS) and therefore, cannot be deleted.
