I'm on XP sp2 my laptop stuck on a blue screen,so I reinstall windows,application recovery from cd,application and driver recovery dvd,nothing is the same as before I cannot download any software ext RAR,my computer do not reconized that format"unknow file"
please help

Any file can be downloaded...opening it is a different story.

An .rar file is just a compressed archive format, just as .zip is.

I suggest installing 7-Zip to handle such formats.
