Internet Explorer File Download Difficulty

I can not download "COMPLETE" files from the internet via Internet Explorer. I only get a few insignificant kilobytes (KB), after what seems to be a millennium of download time. Request assistance in this matter, As Soon As Possible :thumbsup:

Can you download the files using other browsers like Firefox?
