Computers Slow When Starting Up

Is there a way to stop programs from poping at the start up?

I am not sure about "popping," but you can control which applications and programs launch on startup; reducing these can improve speed on boot and shutdown, as well as processing time.
There are many threads about this, but here is one I found by doing a search:
