my computer won't work as WININET.dll is missing

I tried to get rid of a virus using AVG and now my computer won't let me do anything beyond the desktop. I just get getting error messages about missing .exe files especially the WININET.dll. I tried a safe start and a virus scan and I have loads of locked files. Please can anyone help.
