Win 98 Pc With Resolution Issue - Spontaneous

PROBLEM: Can't change screen resolution. When I look in the resolution change are from the sytem page, it doesn't let the arrow go off of the low resolution number.
When I try to change drivers, it will change resolution on the task window, but when I hit apply, it goes back to the old resolution.
TRIED: System resolution change, Windows Internet Explorer text size change, Changing driver for the graphics card, Changing the driver to a very generic graphics card driver, Updated all software through Microsoft, Visited site for Dell to check for updates, Looked up drivers for the card to ensure I have the most current versions of drivers for this card, Ran AdAware to wipe out misc. spyware, Using virus software and rescanned computer. Changed monitors.
SYSTEM: Win 98 - Dell 400 workstation.

Possibly fried a card? If so wouldn't the monitor not have a display? No ozone smells or burned components that we can tell. Any ideas? Thanks in advance folks!
