When I click on the internet icon a window opens: "Open with: choose the program you want to open this file ." Then underneath "file: ssvagent.exe" along with a list of software options. It is only when I click cancel on this window that the internet will open. This message occurs everytime I open something new on the internet as well.
When I click on any of the software icons I get a message "application not found"

It appears that a virus has effected the assocation with the applications.

How can I fix this?

I googled that executable and it referenced Java, so try using this tool: JavaRA and then visit the following: Java Runtime Environment to install the latest java.
