Windows Update needs to be Updated before I can Update!

On a DELL Inspiron 1525 running Vista 32 bit, we are getting a message that says Windows needs to be updated. Whether automatic updates are on or off, we get an error message after running the updater that says: To check for updates, you must first install an update for Windows Update. Your automatic updating setting will change." OK, so how do I update an updater without having the update that I need installed before I can get the update? Occassionally, I get and error code: 8007371c and/or a reference to Cumulative Update 978207. I cannot find a fix at Microsoft or any of the forums beyond lengthy techno-speak. HELP!!!. Thanks!
