Can't Boot Windows 7

Hi, whenever I try to boot my computer with the HDD attached it gets stuck/frozen on the HP welcome screen and I'm not able to go into the Bios or System Restory or anything. Also, when I try to put in a boot CD with the HDD still plugged in, it still freezes on the HP welcome page. Additinoally, I have even changed the boot order so that the CD drive will boot first, and it still freezes. Any ideas? The main problem is that I can't even reinstall windows or run a diagnostics utility. Thanks in advance.

I tried both the Windows install disc and a diagnostic utility

Something unclear here.
You say, you can't get to BIOS, but you also say, you changed boot order.
How, if you can't access BIOS?

Are you talking about an 'external' hard drive here?

It seems to me that the when the hard drive is installed, it is a not allowing them to enter the BIOS due to it freezing up the computer. This is indicative of a dead drive with electronic issues.
