Strange right-click problem on external hard drive

On my laptop running Windows 7 Ultimate 64-bit, I have three external hard drives attached to them via USB. For some reason, on one of them, when I try to right-click and create a new file, I can only create a new folder. I can't create a shortcut, a text file, a word file or whatnot. I never had this problem when I had the same hard drive hooked up to a different laptop running Windows XP Media Center. Any possible clues?
