Notification Area, Hide Inactive Icons

HI I am having trouble with the notification area hide inactive icons option.

I am able to hide the icons easily. the problem is that they ocasionaly re-appear after a reboot. It is starting to frustrate me so I am hoping to some help on the topic.

This is a known bug in WinXP see if this will help, it has for many.
