This is generally due to the DisplayIcon having a negative number. From here you can either remove the negative number or remove the last application listed:
I suggest backing up the Registry before doing any edits.

How to backup the registry.

Go to:
Start>Run> (type) regedit

Backup the registry by:
1 - Highlight My Computer by clicking on it once.
2 - Click File (Windows XP) or Registry (Windows 2000), then Export
Registry File.
3 - Select export range All; to ensure your entire registry is backed up
4 - Select where you would like to save this backup, name the File, and
Click on the SAVE button.

Navigate to this key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\{Look for a neg. number here}

If there are no restore dates then there is nothing that can be done for System Restore.

I am assuming that the last program installed in Add & Remove Programs before the blank area is the program causing the problem.
