BOOT FREEZES

When I boot up my DELL 490 Precision Workstation
It gets to the Windows XP logo with the Blue line scrolling
after a few seconds the blue line stops scrolling and nothing happens

I have to reboot and this could happen 3-4 times before it finally finishes and then the computer works fine
I had this problem under warrenty and they literely replaced everything each time it will work fine for a while then it happens again.

I went as far as a full format and reinstall of XP PRO I slowly added back my software but after a few months (warranty expired) it started happening again.

recently we had a power outage during the day (I had a UPS but battery died b4 power came back on )
when I rebooted it said missing operating system.
after a lot of research I found that the BOOT.INI was missing the \fastdetect.
Now i was able to reboot still with the same problem mentioned above.

THEN on one of the reboots my power button stayed orange and the lights on the computer where 1 & 3
again with research I found it could be the Power Supply.

the power supply was the last thing that was replaced under warranty.
I took it out and then put it back in. now it works fine. for a while
now When it happens I pull the plug and wait a while sometimes it works.

So my problems are two fold
XP freezes on boot up
Power does not always work

Please help as this is the only computer that can be configured to be a true Workstation DESKTOP I use it in my kitchen where it fits perfectly on a shelf I built in front of the kitchen desk.

What kind of hard drive is installed in that machine?

http://www.piriform.com/speccy/download/standard - If you are not sure of the Hard drive on your system then you can download Speccy from Piriform
This will give you all the information required -

I guess that I wonder why you did not replace the power supply...or even consider such.
