Build efficient Office server

I want to create a low power use computer with the following uses:

1) Use for remote access to office network via log-me-in to utilize:

- Quickbooks

- MS Office

2) Connect a printer and scanner (USB) so that networked computers can use them
3) Use internal hard drive for other computers to back up and share common files (250 GB ok)

I do not need to watch videos or play games, but want good response for remote access(not sure if good video card is needed for this). Just want to make sure I don't overpay for a MB/VGA for overpowered VGA.

I will need XP, or Win 7 installed on it.

Looking for Low power consumption and low initial cost. MB, and Case recommendations would be great Thanks!
