Can't get to the internet

My son's laptop has been running slow. Now when he tries to open Firefox it gives him a Proxy Server Error. When he tries to open IE 7, the message indicates there was an error on loading. The Processes list shows WMIPRVSE.exe taking up about 50% of the CPU. Is this Malware? Since we cannot get to the the internet with his computer, I am not sure how to communicate scan results or to download fixes.

Can you help?
