Laptop does not load past vista screen

So my computer usually gets hot a lot and I complained to my dad so he decided to blow in the fan regions and then use a portable vacuum to try to get any dust. Now the computer starts but stops at the screen where the little bar passes from one side to the other. Then after like 10 minutes of it trying to load the computer screen goes black(seems like the whole display turns off not just showing a black screen). The weird part is that safe mode works. Any idea? Also i do not remember if the fan started right when my computer starts, but the fan doesnt move at all.

If the fan doesn't move that's a problem. The computer could be freezing or turning off because of overheating it turns off to prevent system damage. I would start there. After repairing/replacing the fan if windows still wont load in normal mode I would try a repair install of windows.
