Creating a custom hotspot

I've been given a task to do some research on how a certain kind of hotspot works. Basically, the hotspot requires a code and allows X amount of time before the user is denied access. I'm not entirely sure as to what this type of hotspot is called nor do I know where to start, so can anyone point me in the right direction?
