parental controls

When I first got my computer about a year ago I had my user acct as administrator and my youngest daughter's acct as standard. The parental controls work fine on her settings. But I have since added my son as a user and oldest daughter...both standard and I am still administrator but the parental controls will not work on their accounts. I keep getting the message that I am "unable to make changes to parental control settings. If problem persists, contact system administrator." SOMEONE PLEASE HELP
