Want spies off my machine

I think I am being spied on. Somebody paid my phone bill. They didn't do that for no reason. I have SIW on my machine and checked the event log. It said something about Local Security Authority. I havent done anything for them to be spying on me. What the hey. I am suspicious of JQSIEStartDetectorlmpl. Should I be? I closed all the ports one day and a few days after that was when the event viewer said something about Local Security Authority.
