Windows plays back scrambled DVD's, but not VLC

I have embarked on a new adventure of playing back DVD movies on my computer, however it came to a halt rather quickly.

VLC Media will play back movies fine, however Windows Media Player will NOT in that it has scrambled video. I have already recently installed WMP so I know I have a new/updated version.

What is wrong?

Windows 7 Pro 64-bit.
AMD Phenom II X6 2.8ghz
8GB DDR3 RAM
XFX ATI Radeon HD6850 1 GB DDR5, 26" Widescreen HDMI
500GB + 80GB HDD
Windows 7 Pro, Mozilla Firefox, AutoCAD 2011, Solidworks 2009

Do you have any DVD/mpeg codecs installed ?? Can you explain what you mean by scrambled video ??
