Will Not Stay Off Automatic restart

I am working on my friends Dell Inspiron 570 it will turn off. It goes through the proper shutdown sequence and goes off for about 2 seconds then kicks back on automatically. I have turned off the wake up on LAN activity setting, I have also scanned for viruses. It is running Win 7, 6 gigs of ram, and an Athlon II X4 630 2.8 processor. I have also downloaded the newest bios form dell's site as well as chipset drivers. Any help would be appreciated.

Also I forgot to mention I tried a new power supply as well.

To confirm...please do the following:

Start Menu > Shut down

Does it still reboot instead of just shut down?

What happens when you actually tell it to reboot?

When I click shut down it goes off for about 2 seconds then reboots. When I click restart it never completely shuts off, I have the side off so I can see the fan movement.
