tar -zxvf ATheros-81-Family-v-1.0.1.9.tar.gz then it will create a directory called ATheros-81-Family-v-1.0.1.9 then you cd ATheros-81-Family-v-1.0.1.9 and read the README or INSTALL files to learn how to install it.

So if I were to do this it would look something like this:

/home/cryptodan:$ tar -zxvf ATheros-81-Family-v-1.0.1.9.tar.gz
A whole bunch of stuff will go by
/home/cryptodan:$cd ATheros-81-Family-v-1.0.1.9
/home/cryptodan/ATheros-81-Family-v-1.0.1.9:$less README or LESS INSTALL

Read the file that opens up.
