Personal Secuirty Virus

Somone has downloaded personal secuirty onto my computer. I have used a second computer to download the links I need to get rid of it and put these on CD from this website. The problem is it says I do not have permission to access these files, so I have downloaded them again onto another disk, when I open it it says I need permission to open this file. If I grant permission it comes up with a black screen and then it is blocked. I am ignoring the messages the little arrow has a circle so it is trying to do something. What else can I do, is the message gennuine or are they part of the personal security virus. I can't open anything on my computer.
Any help really appreciated.
