congratulations virus

Hi everyone!

I am new here and I am looking for some help getting rid of a virus on my computer.

For several days now, I've been hearing this "Congratulations, you've won!" through my computer speakers, even when I have no browser up. I've purchased Norton 360 and run numerous scans (both quick and comprehensive) both in regular mode AND safe mode and installed Malwarebytes and done the same thing. When I ran malwarebytes in safe mode, the scan took a very long time and told me it got partially rid of a virus, but didn't completely get rid of it. Everytime I run a quick scan in Norton 360, there are so many files infected and fixed, but I don't think it got rid of the source.

I have no idea what to do and am somewhat computer illiterate...please help me!
