Internet Explorer no longer Working

Hi!... This post will make my third PC that I'm looking to correct a virus / malware issue with. You guys have rectified 2 systems I've given up on in the past, so I'm confident that this one will be no different.

Here's what I'm getting...

I load up the Pc and I get about 8 "Shell notify Icon" errors. It appears it is linked to my scanner. After 15 minutes goes by and the pc finally loads up.. Internet explorer won't work. Instead I get a Visual Basic error. I've since loaded Mozilla's firefox which is currently running, but based on the speed of switching between pages, I suspect there are some background issues going on.

Looking forward, as always, to your expert assistance.

Any thoughts on what next steps I should be thinking about taking? Should I run a hijack this log? Someone please help!!!
