I have one sucky computer, well its "ok".

Let me tell you some of my computers specs first:
Dell Demension 2350.
- Windows XP Home SP2 2002
- Intel® Celeron® CPU 1.80GHz
- 512MB Ram
- 27.9GB Hard Drive (Not sure of RPM)
- Integrated Intel Graphics Card
Not quiet sure of anythign else.

What i want to do basicly is Reformat Without acually Reformatting...
i feel that i am not getting my whole computer, for example i feel i only have half the ram i really have and half the hard drive space i realy have.

sooo anything i can do to tune up my computers performance and clean it out please tell me.

Also i have HiJackthis, just ask if you want a log.

Edit: one more thing, important.. i know i got more svchost.exe's in my prosesses, i ran a virus scan and it found it and deleted it but it seems to have come back.
right now i am counting 6...

I have one sucky computer

What makes you say this?
Describe the problems you are having.

i feel that i am not getting my whole computer, for example i feel i only have half the ram i really have

With integrated video your video ram will be subtracted from you basic ram.
So if you have 512mb ram and a 64mb video card your computer will only show 448mb ram. You can check the amount of ram by Right Clicking My Computer>Properties>displayed there on the General Tab.
Some manufactures allow you to adjust the amount of ram for the video by making the adjustment in the BIOS.

and half the hard drive space i really have

You can also check the size & amount used of the HDD by Double clicking My Computer and then Right Click your HDD>Properties and it will show you how big, how much used, & how much free.

i know i got more svchost.exe's in my processes

It is not uncommon to have multiple instances of svchost.exe running in the Task Manager.
