Computer hangs on restart for several minutes

My computer (running XP) has started to hang whenever I reboot it.

This problem seemed to start after I tried to create a home network (the same thing is happening on my laptop when I added it to the home network)...

The problem that is occurring is that whenever I restart my computer, it goes through boot up, Windows starts up, my wallpaper appears, and then it hangs for about 20 minutes before any icons or the Start task bar shows up... After about 20 minutes, everything then seems to run fine. This hasn't been a major annoyance because I usually just put the computer in sleep mode but it's starting to grate on my nerves now...

I'm hoping someone out there will be able to help before I just re-install the entire OS (I figure that's taking the sledgehammer approach though...).
